TOWN OF GREENEVERS
REQUEST FOR PROPOSALS FOR
ADVANCED METERING INFRASTRUCTURE SYSTEM

The Town of Greenevers has received American Rescue Plan (ARP) funding and is soliciting proposals for the implementation of an Advanced Metering Infrastructure (AMI) system. The purpose of this project is to increase the operational efficiency of the Town’s water distribution system by implementing an AMI system that enables two‐way communication over a fixed network between the utility system and the meeting endpoints. Project implementation should include upgrades to the Town’s water customers with meters with a fully functional and scalable AMI water meter system.

Scope of Work:
Complete installation of an AMI system that includes at a minimum billing software that is compatible/interfaces with Black Mountain Software, provides customer service portal options, and allows for meter data management and reporting.

Submission Requirements:
RFP submissions must include at a minimum:
1. Vendor Information: vendor’s legal name, address, contact name/title, email, and telephone number;
2. Experience: Provide references on similar projects in North Carolina to include city name, contact name/title, phone number, email, year completed, brand/model of meters, quantity of meters, and number of data collections;
3. Capacity and Capability: The capacity and capability of the firm to perform the work in question, including the number of years’ experience the vendor’s manufacturer has been deploying the proposed product, number of deployed projects and meters of the proposed product in the State of North Carolina, and firm’s anticipated availability during the term of the project; and
4. The proposed work plan, estimated project cost, and schedule for activities to be performed.

Qualification Evaluation Criteria:
Submissions will be evaluated per the following factors:
1. Technical Expertise and Capabilities 25 points
2. Performance on Similar Projects 10 points
3. Project Management 15 points
4. Project Cost 50 points

ADVERTISEMENT FOR BIDS – WELL GENERATORS PROJECT
Town of Greenevers, Rose Hill, NC

Separate, sealed BIDS for the Town of Greenevers for the Well Generators Project (VUR-D-ARP-0052) will be received by the Town of Greenevers at 314 E Charity Rd, Rose Hill, NC 28458 until 2:00 pm Eastern Time on Tuesday, September 24, 2024 and then at said office publicly opened and read aloud. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered, to ensure that the BIDDER is properly licensed under Chapter 87, General Statutes of North Carolina.

The project will include: installation of one new 150 kw automatic generator and 600 amp automatic transfer switch at Well Site 1, one new 80 kw automatic generator and 400 amp automatic transfer switch at Well Site 2, electrical connections, control panels, and concrete pads.

The Information for Bidders, Bid Form, Contract Plans, Specifications and other CONTRACT DOCUMENTS may be examined at the following locations:

Digital copies of the CONTRACT DOCUMENTS can be obtained via email from the office of the Engineer located at The ADAMS COMPANY, Inc. at 910-293-2770. Printed copies of CONTRACT DOCUMENTS may be obtained at the office of the Engineer located at The ADAMS COMPANY, Inc., 708 Abner Phillips Rd., Warsaw, NC 28398 upon payment of $ 250.00 for each set.

The Town of Greenevers is committed to and supportive of efforts to effectively maintain and/or increase the use of Small and Minority/Women owned business and Historically Underutilized Businesses (HUB) contract participation for Construction Projects, services (including professional and consulting services) and commodities purchases.

No bidder may withdraw his/her bid within 60 days after the actual date of the opening thereof.

The Town of Greenevers reserves the right to waive any informalities or to reject any or all bids.
